NSW: Report criticises police reform process

The reform process in the New South Wales Police Service has received damning criticism
in an independent audit.

The report has been compiled on behalf of the Police Integrity Commission.

And it describes change within the service as systematically limited, inconsistent,
misguided and fragmented.

The 300-page document, put together by the Hay Group Consulting Consortium, assesses
Commissioner PETER RYAN's overall management of the police service in the 12 months to
March 2000.
